OF COURSE Earthquake is good because of its typing. Ground, like Ice, happens to be one of the best offensive types in the game.
Seriously, do you actually think people use these moves just to do neutral damage? If that's the case, why wouldn't everyone just use return/frustration over earthquake? Why wouldn't Greninja use Hydro Pump over Ice Beam when pump is stronger? The typing is absolutely the reason these moves are popular.
