The weird thing is that Emerald could make far, far fewer changes than ORAS, but it generally made the most meaningful ones, and much more substantial ones than were really necessary. ORAS fluffs the game in a lot of great ways, but a lot of those upgrades don't feel quite complete, and with no substantial new locations, new battle challenges, and a story that is hollow easy, there just isn't much to DO with most of it. It spends more time modernizing Ruby/Sapphire for the sake of it than actually making them better, though it does do that in a few places.
