The development team probably loved it because it was based on a Kaiju they all thought was goofy and it stuck around for a while. And then through all of the cuts and deciding who to keep, somebody had a thing for this Pokémon which caused them to hang on to it but make it trade only after it became the female only design. They also gave it Psychic type to make it more of a counterpart to Mime, who is also trade only, then realized after the controversy they probably shouldn't have bothered at all. So it got the design change, it got the baby, and then they just sort of ignored it for the rest of time even replacing it with another Ice/Psychic Mime in Gen 8. What they really need to do with this Pokémon, IMO, it's just give it a evolution that's different enough people will just think about that thing all the time now. That way it can still exist and have its Gen 1 privilege + address power creep. But it also avoids the controversy because now everyone's worried about the interesting evolution that breathed new life into the concept and is actually competitively viable, sort of like what they did with Primeape
