They lied about the reason for the national dex exclusion. It wasnt for balancing issues, it was because they couldn't reuse the models from the 3ds games for compativility issues according to a more recent interview. Which is again a lie because they reused models from Sun and moon for the lets go games (which to be honest look a lot more appealing graphically and art direction wise to me).
People aren't mad because of the animations nor they are mad that they cut the national dex (although it certainly not helped either). The reason they are mad is that because there arent any significant improvements that justify these compromises. And masuda keeps making inconsistent excuses as to why the game is turning up this way.
They can always delay the game or hire more people but intead they have half of the studio working on another game months before a new pokemon game release.
