They weren't in the anime, they weren't in the GSC games, and they weren't included in the pokemon cards at the time.
Furthermore, It's impossible for those pokemon to be made at the same time as Ho-oh because If you think about It, Ho-oh is actually from OG/gen1.
Ho-oh is the very first pokemon Ash sees in the sky when he disembarks on his journey to become a pokemon trainer in episode 1 of ORIGINAL POKEMON.
