Once you have some alright screen mashers (e.g. Wing Attack Golbats, Vapes, etc.) even with like 1k CP-1.5k CP you could probably take down some smaller gyms that aren't stacked with Blisseys.
Don't skip out on coin grinding when you eventually start. Even +10 coins a day is better than 0 coins a day. Don't delay collecting coins just because you think you could chance an extra +20 or +30 if you spend an hour or two on some gyms because you'll eventually just get frustrated and don't collect or mess up your collection schedule tomorrow.
Some of the shit in the shop seem like they'll take forever to buy at +10 coins a day but if you're going to be playing for a few months, you won't really notice time going by unless you have extreme autism. And by the time you have a small coin pile, you'll probably be hitting lv 30 soon and have better battlers.
Also don't worry about having 3k CP mons. Maxing out CP only really matters for defenders, not attackers. Case in point, this is what I use to take down gyms and prestige against high CP teammates. What's important is moveset and type advantages. Anything that's a good matchup in the 1500CP-2000CP range is gym ready.
This is where I say you should quit while you still can because this is a shit, dying game but if you're going to stay and try your best, don't get discouraged by all the 3k CP mons in gyms. They're not that scary.
