She actually doesn't say anything, BUT my theory still holds as he is forced to evolve when Sabrina starts glowing, and Abra does the same.
Of course my entire theory on what Abras are fits as well.
I think Abras are "artificial" pokemon.
Literally a puppet that has a psychic person's astrally projected mind into it.
If you look at them closely you can see they look like a Marionette version of the Substitute, being controlled by a powerful mind until the power grows so much it tulpas into a living breathing creature with its own will.
Except in Sabrina's case she is damn powerful that she has full control of te Kadabra as well.
