Furfrou looks like a fully evolved pokemon to me though.
Also, while not the case for Spinda, Kecleon and Castform may be weak because they weren't sure how the battle gimmick would be powerful enough or not, better to have an overly weak pokemon than an overly strong one. As Furfrou's gimmick has nothing to do with battling it might not affect it at all.
