Pawmi can't really walk on two legs even if it tries to stand up, it just falls down all the time.
Pawmo however can stand on two legs and even walk and run, but it's still kind of wobbly and it's clearly still not quite as stable as other natively bipedal creatures.
And then it evolves into Pawmot. and Pawmot is finally actually stable on its legs, even if it might not be the most dexterous in the world.
It also gets fluffier and its fur changes in hue.
The Pawmi line actually changes a fair bit. More than quite a few pokemon even I'd argue. That it doesn't get like a second pair of ears, a boxing cosplay costume, or wings or whatever. Doesn't mean it doesn't go through any significant change.
