It's clear that pokemon can be adults without evolving and can be smart even if not humanoid but they are still animal-shaped. I suppose it would come down to the same rules as with humans:
> Must be an adult> Must be at least average human intelligence> Must be consenting in a way that can be translated clearly to human speechSo if the Fennekin writes a note that says "Please marry me?" that's OK, but a normal fox, a fennekin that isn't an adult yet, or a pokemon with no clear signs of intelligence or ways to communicate with humans isn't OK.
