If you do a certain sidequest, things will play out in a way that make marginally more sense. Find all the police officers missing in this area and you get a female growlithe with either Close Combat or Morning Sun. Breed it for an egg to trade and you'll get an egg of one of 18 non-shitmons, including Stary, Larvesta, Togepi and Cottonee.
Do this before fighting the second giga Tangrowth and you'll get the story that makes more sense.
