Is this essentially favoritism/corruption of a higher office and a decision motivated by personal gain? Yes. Is that a problem? Yes, but none of the humans in Scholar's Folly are intended to be perfect, logical creatures. The poorly thought out/clearly biased actions we make as a result of lust, self-interest, etc. are a central theme of the story.
>Did Eric change his mind?Yes, he did. Eric was under the correct impression that Johannes would actually do some investigation into the errors he made with how he conducted himself with Viola, and trusted him to make things right.
>Where was this deeply politicized?Kanto. Pokephilia is illegal in the region. The remainder of the story following his deportation is in Hoenn, where pokephilia is legal but there are stipulations still pending (Errant's Hearth expands on this.)
>Talia?Talia knows why things didn't work - she can see the reasons why things didn't work out right in front of her. Johannes, however, had not fully come to recognize that he's basically strictly a pokephile. The business with Talia is messy and confused because bad break ups are almost always like that (or so my streak of intimate experiences with bad breaks up have told me) and it is not uncommon to end up arguing about things that are tangential to the actual problem. Humans are very messy.
>Why can't he put an egg in her?Humans and pokemon can't crossbreed anon, that's verboten! On the slightly more serious side - there is not inter-species crossbreeding that isn't a black project somewhere in an unmarked facility on the fringes of a region.
