You could argue Tyranitar is an heavily reworked Gyaoon and Ledian is based on Weedle's original evolution but we know of all 39 cut gen 1 pokemon and none made it to gen 2. Moreover there's multiple versions of beta gold and silver where you can see how they were actively heavily modifying the new designs
