Technical Records gave many moves like Close Combat and Mystical Fire TM status for the first time everSure, but even still not that many Pokemon actually got those moves. Flamethrower has been a TM since forever, it could've just been gifted to Pokemon instead of doing that with Mystical Fire. Most of the Pokemon that can learn Close Combat from the TR already learned it or learned Super Power, which is essentially the same move just slightly worse.

Normal-type physical attackers got absolutely gutted, they now have to rely on 80 bp BODY SLAM as their bread and butter.

Even though Jolteon has been helped up by people adamant on keeping it in a higher tier than necessary, it's always been at least decent. Now it's an utter shitmon. It's actually on par with Flareon and Glaceon for how bad it is. That's a hell of a fall from OU in Gen 5 (even though it didn't really belong there towards the end of the gen's life)
