There's two factors, the gym's eligibility, and the individual trainer's eligibility.
Eligibility increases in points by the tier of the raid boss defeated, by the number of participants. Higher eligibility means more likely to trigger a raid, and more likely for an individual to be invited.
E.g. if you solo a level 3 raid, that's just 3 points for yourself and the gym.
But if you do a 20 man level 5 raid, that's 100 points for both the gym and each participant.
This shit together with the huge number of Articuno raids (along with 400+ raids previously on my medals) is probably why I once got an EX raid invite to a gym I've only ever raided once at.
