If they're available to all grass/fire/water types then we will just see the best existing Pokémon of the types running pledge moves now instead. It would be better to improve the pledge move functionality and distribute them to Pokémon that aren't already the best in their respective types.
Combination attacks could be a promising addition to the battle system and the best way for Pokémon lacking all out power to see some relevance outside of being handed an OP ability or a Mega.
