Even if you run max hp/def Clef, Garchomp still snags the 2HKO and sweeps. 252/252 Corv gets 3HKO'd by +1 Chomp, but can only threaten a 4HKO. Toxapex is a solid OHKO, Magearna is a OHKO, Cinderace is OHKO'd, and the only "real" counter is Landorus, but you have to basically save your Landorus to kill Garchomp.
