Most Pokemon auto lose entering melee combat with him because lightsabers are bullshit, and most Pokemon can do jack about general force powers at range either. Then we start getting into more specific force power bullshit and we may very well be able to count on one hand the Pokemon that survive extended combat, let alone win.
For instance, Banette is the only Pokemon on my team with a hope in hell. Noivern dies a brutal electric death the moment Sidious so much as twitches in it's direction, and Steelix, while graciously immune to the lightning, gets cut down like metal coated butter when it enters melee range. Banette's luck comes from the fact it's got two other targets to hold Sheev's attention for ten to twenty seconds, giving it a chance to leave the dimension via Phantom Force. Luckier still, Phantom Force is one of few the moves with the best shot of getting around force prediction bullshit. Even if it does hit him, though, there's little reason Palpatine can't simply withstand it and cut Banette to shreds in the response attack.
It's also possible for Banette to attempt the Destiny Bond draw, but my Pokemon don't win that either anyway since neither of the other two survive long enough.
