Dewott has less "clothing" than Oshawott does
Oshawott's fur is white but the only body parts with that fur are the arms and head

Dewott still has the "cloth" but doesn't cover nearly it's entire body now.

It was about lose the "cloth" which is why the final evolution only has "armor"

I think it's to retain Dewott's proportions in someway, like having the hakama becoming Samurott's chest and arms, Dewott's torso becoming Samurott's neck, and the shape of Dewott's head being reused for Samurott's neck armor.
