This is actually one of Gen 2's biggest strengths. By using this as an argument against Johto, you are judging it by the standards set in RSE and above, which is completely unfair. There was no concept of Generations back then. That term did not exist until the RSE/DPPt period. Johto being a smaller, quieter, rural Region off to the side of Kanto, a large, urban Region, is cool as fuck, and helped to expand the Pokémon world in an additive way, rather than simply rehashing the Kanto formula in the way Masuda did when he took charge of the games.
The only argument I agree with is that Kanto was empty and some parts got gimped. Even then, I still enjoy every second blasting through it with my Level 45 team in Crystal. You have to cut them some slack considering it's a game with a huge map squashed into a 2Mb cartridge. The data of one single Pokémon in SwSh probably takes up more space than that.
I hope this helps to stop the spread of misinformation about Johto, and helps you see why Gen 2 is massively overhated. Please remember, before blindly hating on a game, actually play it so you can get a better understanding. It's so easy to tell when a Johto detractor has never even touched the games before. :)
