I think Pokemon are fully sentient/sapient beings with the higher knowledge to make an informed choice on their life. If they want to start a romantic partnership with a human they can, they have been shown mature enough to understand that. That's at least my perspective from what we've seen in the show. They understand the consequences of their actions and can say "No" or "Yes" to things. If anything take a look at Meowth's constant struggles and battle for love throughout the series.
>https://youtu.be/UsZvuCPG01wI understand if you disagree with this, its the hardest part to wrap your mind around when the world of Pokemon doesn't really show this more in depth side of Pokemon. As Meowth and Mewtwo are really the only times we've seen this kinda depth. Pikachu & Buneary? James & Mareanie? The've never gone into a deeper sight on any of these, they have shown that Pokemon do/can have feelings for Humans at the minimum, and they do age so at some point they would have the full sentient understanding of their actions.

Laws in the Pokemon universe have not been defined enough for this to be concrete enough. It all might depend on the region, like Ryme City might have some different rules and what not. Its all very ill defined though. The worldbuilding needs some work.
