As you said, the wheel and anchor aren't even a part of their bodies. The Pokemon itself, the organism is just... bluegreen spooky grass. Those driftwood crafts may as well be Dhelmise's equivalent to Farfetch'd's leeks, or Timburr's wooden beams.
