It could have been in the caves with the Legendary Giants. I wounder if this was due to some weird design choice. I remember for some weird reason that the Third Generation was hell bent to making Johto Pokemon exclusive to the Game Boy Color, making you go through weird hoops to collect all of the Johto Pokemon.
