They'd have to somewhat rework the Obedience system to get it right.you could just make odds of catching that scale, for example having only beaten one gym you'd have 0.1% chance of catching a pokemon that is 30 or so levels above you, and even if you did you couldn't ride the game with just that one pokemon so you'd have to repeat the arduous task of basically catching a mewtwo with a pokeball several times before you get anywhere at all, add disobedient pokemon to the mix and it basically becomes impossible, that or you could just scale level which would be that much simpler yet squander potential with what you could do in certain areas I guess
