Make it so Ice types have more than 1 ability. Something like 90% of them have Snow Cloak, which is defensive and thus sucks, but is also anti-fun and banned.

Hail now parallels Sandstorm in that it grants Ice types 1.5x Defense the same way Sand grants Rock types 1.5x Special Defense.
Ice now resists Rock.
