If you have more good Psychics (Mewtwo, alakazam) then go for dragon.
It really depends on your overall collection, i used dragon on my 100% one, since its a good counter to psychic/plant latios and psychic/thunder latias.

btw, you dont need to DO the raid anymore. they changed it so you get the +1 Raid as soon as you pop in an raid pass. because people tend to use the "Let time run out once for +1 raid" too much, niantic changed that.
