In Japan, they are a single character named Cal. However, in the Kiri episode there was an error on behalf of the Japanese where she appears in two places at once. Since one of her looks different to the other, unless you're a waifufag autist it's not entirely unreasonable to see them as different characters. Of course it's all mute and TCPi are still fuckups because the script calls her Cal both times, which is what they should be basing their dub from anyway.
