It's obviously going to activate once per switch-in. There are no once-per-battle abilities. It isn't THAT broken, and it will probably have very low speed so that it can't abuse volt switch, assuming that it even learns that (it isn't electric type, after all).
It'll probably work great as a max-attack LO revenge-killer with:
Status move (probably WoW, although Twave would be welcome)
Play Rough
Shadow Claw
Shadow Sneak/Sucker Punch
That would let it get reasonable use in higher tiers, assuming its attack isn't awful. It'll have stiff competition from pokemon like Scizor who can both revenge kill AND actually stay in afterwards, and it'll be even worse without voltturn.

Maybe in lower tiers. It'll probably be a physical attacker based on its art, so SD or Agility would be nice. It'll probably have paper defenses to make up for its ability and I'm guessing maybe 80-90 in its higher offensive stat.
The real problem is how annoying this will be to fight in routes - it was a huge mistake to make Sturdy pokemon so common in caves, and, as a Ghost type which will most likely have status moves and three immunities, this is just going to be even worse.
