Yes Mew require skill because you actually have to aim and know when to switch moves for the correct timing/issues.
The reason why so many bot Mews solarbeam whiffs is because they are either relying on the auto targeting and fire right away or they are trigger happy to not aim. To use solarbeam properly you have wait for the enemy to make a move by either moving in a direction or using a move, that will delay enemies reaction time to solarbeam when it is cast.
Surf and Mews Unite are very broken so will not be surprised if that gets nerfed. Agility may be tweaked but the rest of Mews moves are fine the way it is.
