>>16824421The game tells you this stuff in one of the first tutorials, for assigning skills. I can't remember if it tells you that you can rearrange the skills as you like, though. But see it like this, every skill you crack goes in your pool of skills and you can give each character the skills you prefer. At first it doesn't really matter since their stats are balanced but later on you'll start seeing what each character specializes in. So just crack as many skills as you can.
