The biggest barrier would be how to separate said sets, per gen, per deck, whatever. It doesn't help that it's always counted by number of cards sol rather than the deck their sold in, which is obviously going to trounce the VG market in any context in a battle of pure numbers, so it really does not count.TCG is indeed complicated. Even accounting for the many different forms in which card sets are sold, there's still the fact that players will go back and buy up a bunch.
