I appreciate that they appear to have tried to make Mienshao 'special'.
It gets Regenerator and while evolving at lvl 50 is annoying and also due to being found late in BW, never the less I do think part of the reason for that is that Game Freak were trying to make Mienshao powerful and valueable. Same reason Volcarona and Hydreigon evolve so high. If you set a Pokémon's evolution level super high it makes the player have the psychological effect of making it feel as though it is powerful, subconsciously.
Aura Sphere is a TR now but Mienshao had it when it was rare and coveted and exclusive. And Sp. Att. isn't even its main attack stat. Look at the list of Pokémon who can learn Aura Sphere by level up. Every single one of them is a "special" Pokémon except Clawncher who got it for Mega Launcher.
