The japanese voice is better. She has a hint of fancy to it like they remembered her region or origin but still goes off the rails sometimes. They put some more character into it. The english voice just sounds like they thought of her as a character that fits into an archetype and ended it there. They're both kind of cute but a french accent would have completed the english voice.
A sad day for all of the artists who throw whatever personality they like onto the NPC type. But then again they're an NPC type so I guess they technically still have free reign to do whatever they want.
