the point of alolan forms is to add a regional variant to already existing 'mons, while not changing up the design too much. you can still recognize it as a rattata, so i don't see the problem.
alolan rattata is based off of a thief, and as such looks like one.
if it differed from the design of a rattata too much, people would complain that "IT LOOKS TOO MUCH LIKE RATTATA"
it looks fine to me, it fits the theme it was going for.
