The League certainly serves a purpose in this role, providing a omnipresent goal for people to work towards, as well as being authorities on Pokemon, but I wouldn't say an organization like the UN would exist in the Poke world; it simply doesn't need to. The UN exists to facilitate discourse between actors who would be unwilling to communicate via other forums - or forgo that route alltogether, preferring to exert some kind of force (economic or otherwise) to project its will - and the population's focus on social unity and natural harmony would eliminate most of the reasons for the UN to exist. I can't remember if something like it actually exists or not, but the highest level of 'government' in the Pokemon world is probably some kind of inter-regional council that convenes anually/semi-anually/some-arbitrary-amount-of-time-they-deem-appropriate to discuss specific problems and events in the world at large.
