Not the version I've seen in interviews.
Either way, I tried to refer to each line by their final evolution. It's pretty obvious Samurott and Oshawott/Dewott didn't follow the same design thread.

We all know what the tail is. It still doesn't make sense. It'd hit the legs while swimming. It would have to at least be vertical, or the legs would have to be different to give it space to move.
