I had more of an excuse for it when my major characters were a gym leader and the champion. Most of the red tape bullshit in the fic was based on things I've experienced in my IRL job. I'm not a medical professional of any kind, but I've often found that simple things like getting the lights fixed often involves jumping through hoops with corporate only for the wrong thing to get fixed and/or the actual problem being made worse.
