Since GO's success, Ishihara has been obsessed with mobile games and is convinced it's the future of the franchise. Home is another one of his attempts to cash in on the mobile market.
The reason they cut the nat dex was to ensure people would have a reason to keep subscribed to home. They expect you to buy a subscription then continue renewing it alongside you playing the mainline games. They will likely threaten players with deleting Pokemon unless a subscription is maintained.
Also, expect heavy monitisation in both home and sleep. Remember, Ishihara is a fucking dumbass old man that doesn't understand why GO was so successful, so assumes mobile=good. This is why masters flopped and why sleep will too.
