XY started development after BW finished, and ORAS started development sometime during XY's development, IIRC. And as soon as XY was released, they already started on SM while a secondary team finished up ORAS.
Gamefreak is basically always developing new Pokemon games and thus they never step back to see which features the playerbase loves especially. I'm convinced this is a big part of the problem. If you kick up enough of a fuss though, like with trainer customization or transferring between generations, they'll get to it eventually. Hell, IIRC there was data in SM that indicated maybe following Pokemon was being worked on again, although all we've seen on that front is LGPE shit with no return for SS in sight.
TL;DR despite how it appears, Gamefreak is constantly on the move to make new shit and thus they never take the time to appreciate their minor successes.
