It's based on your 3DS and not your game or current location.
The same country can get more than one pattern just like in real life it can get more than one climate.
Once you started playing, changing your settings doesn't affect the pattern you get.
When you get Scatterbug from another region it will evolve into the pattern from that region

Is it hard-coded or based on your settings?
What happens if you change your settings, reset your save and start a new one?
When you breed, is it the male or your 3DS that assigns the pattern?
