bruh the entire reason silver has kadabra, haunter, and golbat unevolved right before the league is because he's still a dick who doesn't trust anyone and is abusive to his pokemon, or at best doesn't really care about them as living beings. It's supposed to show his growth as a person when you meet him in Mt. Moon and they've all finally evolved because he stopped being such a dick and starting trusting people enough to trade with them and being nicer to his pokemon.
