This might land him a good spot in OU, allowing him to at least threaten some opponents, but not force a switch.
An idea to a buff would be to remove technician, and give him a signature ability, coupled with more powerful moves.

>Spectral Force: Any stat boosts that this pokemon gains adds 1.3x the strength to said boost (i.e. 1 layer of defence plus a 1.3 bonus)
OR if you wanted to make it REALLY broken, you could have it work like intimidate

This would also work as a great counter to Groudon, who is currently a must-pick for ubers.
