Official art for example should never be a tattoo, if someone had this picture on their body I'd think they were an idiot but if they had a nice drawing of Bulbasaur that was designed for the tattoo I'd give them more credit.
As for the woman in OP's pic she has too many and they're poorly place. One of her tattoos would look decent but the whole set looks like they were added at random with no plan about what should go where.
