I think a Banette that's grown to love a new owner should be able to finally let go of it's grudge, hence the ghostly power in the doll finally being released in the Mega form.

Maybe all Banette come from one original cast-away doll, and it multiplied into a whole species who all inherit it's grudge. Shuppet is just the initial form before it's fully grown.
MAYBE the lost owners the Banette are looking for are all the same person - that threw out the original Banette. And maybe they died a long time ago without Banette even realising.
Maybe all Banette are doomed to wander the earth sustained by pure hatred and resentment looking for an owner they never even met. All stemming from one sad lonely doll a long time ago.
Until some new trainer catches it and gives it the love it craves so it can move on.
