Even Ogerpon, as the sole special snowflake exception, is subject to limitations and has to make trade-offs to take advantage of the mechanic, instead of being simply granted a privileged status as with Megas/special Z-Moves/Gigantimaxes
I think most people's complaints would be addressed if Tera was properly integrated into the game as a mechanic and had generations worth of moves, abilities and items that interacted with it. As a generational gimmick, it doesn't have that luxury and is certainly a major adjustment to make, but I think it's better to ride with it (or ride it out) for three years than to ignore its potential. We still have to see what the DLC brings, with Terapagos and maybe others getting snowflake Tera forms and how the new apparent Omnitype works.
If I had to nerf it, I would have it break when you switch out.
