He's aware of Shirona (Cynthia) and highly respects her for her contributions (in my setting, while the protagonists exist and helped a lot, it was ultimately the Champions of each region that defeated the Evil Teams, aside from Gens 5, 7 and 8), but has no intention of trying to challenge her (and aside from her, he doesn't even know who are the Champions of the other regions).
After leaving Sinnoh, he didn't really had a reason to challenge GYMs, and so he didn't, he met some of them throughout the journey, and fought one or another because of circumstances or the Leader's own interest, but overall he doesn't think much about most of them.
