Anyways, here's mine:
Palkia and Dialga are living ideas, the concepts of Time and Space given physical form. Arceus is the living idea of the concept of existence. Not just physical existence, but also philosophical existence, the existence of ideas. This is how Arceus managed to exist before time and space, it existed in a philosophical sense before it made a physical form for itself. This means Arceus exists in everything, because it is everything.
