Ashnime's Team Rocket spans multiple regions, owns tanks, mechas, war helicopters, secret agents and legendaries, like that one Rayquaza. They won't just "give up" because the protags asks them after beating Giovanni in a Pokemon battle.
Origins, though, faithfully adapted Team Rocket as a bunch of poachers, who killed poor Marowak, but gave up after the boss decided to respect the little kid who reminded him about the value of Pokemon battling. Nothing wrong with that, but it was nothing like the continent-spanning Team Rocket in the main anime.
