Earn enough CP and you get invited to Nationals, 1 a year for every country.
Finally, either if you meet a godly CP threshold (I knew a guy who competed for both Korea and US because he flew often and played tournaments in both countries who made it happen), or or win your country's Nats and you make it to the Pokemon World Invitationals. If you make it to the top of that, you're the World Champion. Only about a dozen people hold that title, thrice more if you count the Juniors and Seniors leagues (kinds and teens respectivley).
