Gyarados is a mythical sea dragon. It's fins on its back are spiky. but that's functional and it doesn't look silly. It has a headpiece with some spikes, and its jaw has some spikes. It looks like a sea monster.
Tyrantrum is a T-Rex with some weird tyrant/king theme slapped on. He has an eyepiece that's spiked to look like a crown, neat. If that was it, it might look realistic. But the he has a ridiculous spiked mane(?) and a super spiky beard (does he really need rock-hair?), and then he has strange looking armor plating fucking everywhere and a double spike on his tail.
If there were just some of those design elements at a time, it'd be alright. But the entire thing is just a mishmash of ideas. It all looks very cluttered and "over-designed". There's stuff on Gyarados but it is a cohesive and not over-the-top design. Stop counting things and look at it from an artistic perspective, jesus christ.
